Problems with caribou

Bug Description

I'm seeing a number of issues with the on-screen keyboard.

* The on-screen keyboard pops up despite being disabled in the Ubuntu Settings.
* The on-screen keyboard pops up even though a physical keyboard is connected.
* When the on-screen keyboard is active, Ctrl+Tab in Firefox sometimes results in the tab/window not being resized to make room for the keyboard. Touching the screen at one position will then result in a mouse click at a different position.

It has 48 and 98 thousand downloads. So it seems like a lot of people have problems with caribou. Yet it still is a non-optional part of GNOME/Ubuntu.

On https://wiki.gnome.org/Projects/Caribou it says that the project is not under active development anymore.

What's going on with caribou?

Ubuntu version: 22.04 LTS

`apt list` says `caribou/jammy 0.4.21-7.2 amd64`.
