ceilometer-compute is having issues while connecting to libvirt daemon

Ceilometer is in unhealthy state on controller and compute node. Throwing below error

network.outgoing.bytes.rate: Failed to connect socket to '/var/run/libvirt/virtqemud-sock-ro': Connection refused _catch_extension_load_error /var/lib/kolla/venv/lib64/python3.9/site-packages/ceilometer/polling/manager.py:425

Ceilometer should fetch the logs from compute.

Environment - Kolla Ansible with Ext CEPH.
OS - Rocky Linux 9
Kernel - 5.14.0-362.18.1.el9_3.0.1.x86_64
Docker - Docker version 26.0.0, build 2ae903e
Kolla Ansible Version - Bobcat (2023.2)

Are you using official images from Docker Hub or self built?

When trying to run "ceilometer-polling --polling-namespace compute" can see below errors.

Try to:

rm /run/libvirtd.pid
rm -rf /run/libvirt/*/*

docker restart nova_libvirt + nova_compute

and in the end ceilometer

On host must run 1 vm at least so service is "healthy"
