missing cinder metadata from pollers

Bug Description
When using the built-in cinder pollers, some useful data is missing in the metadata, mainly because it has not yet been enabled yet (due to a microversion mismatch and missing fields)
To fix an inconsistency between events from cinder and samples from the poller, we miss the volume_type_id field, which has been introduced since microversion 3.63
Also, it is very useful to have is_incremental as field in backups as well, which has been added in version 3.54.
As 3.64 is the latest Wallaby version (which is currently unmaintained), it would make sense to add these (and possibly more) attributes for the samples.
