Bug Description

During cluster resize one of ovn-central units went into error

ovn-central/0* blocked idle 10.1.213.243 (workload) Error in charm (see logs): timed out
ovn-central/1 active idle 10.1.78.177
ovn-central/2 active idle 10.1.78.178
