Unable to Manage RBAC for Network Shares

A user with the member role is able to create a network in the Horizon or using the CLI, but is only able to create and manage RBAC for that network through the CLI.

Horizon does have a panel for managing RBAC for networks and other resources, but it is inaccessible to a user that does not have the admin role.

The RBAC panel is locked away under the Admin dashboard. It would be nice to allow showing of these panels to users with the appropriate access level.
