Bug Description

It appears the NetApp cinder driver: cinder.volume.drivers.netapp.common.NetAppDriver is triggering a driver deprecation warning on the ONTAP side

Based on the knowledge base article, it suggest that it should be migrated from ZAPI to the REST API
