24.04 installer shows no error when TPM FDE option is grayed out

Bug Description
In 23.10, when the TPM FDE option was grayed out, there was a brief message under it showing why it is not available. (e.g. TPM already provisioned, etc.)
This message is missing in the 24.04 installer.

Reopening, I've asked the submitter to report it. I think that if confirm that's an usability and should be fixed (might need some design input though)
