Bug Description
The cinder.conf file generated by oslo-config-
```
[backend]
#
# From cinder
#
# Backend override of host value. (string value)
#backend_host = <None>
```
However this option is not actually implemented in cinder and setting it has no effect.
It seems the option is wrongly detected by the tools/config/
