50+ minutes CPU time for /tmp/ubuntu-release-upgrader-29r0z57l/mantic is excessive

This amount of CPU time on a i7-8665U is grossly excessive. According to Passmark the latest i9 CPUs are only about 2.5* faster than this one which means it would take 20+ minutes on an i9.

At least there should be an option for the user to skip this step.
