Bug Description
python3-distutils was removed from ceph in [1], but added back in [2]. This makes the package currently in noble-proposed[2] uninstallable, and is blocking its migration, because python3-distutils doesn't exist anymore.
Note the coming back of python3-distutils is not mentioned in [2]'s d/changelog, you have to check the diff.

Fix uploaded along with an update to the Vcs fields to try to keep git inline with distro.
