Hardware sync state changes are logged as AUDIT

Bug Description

Using MAAS 3.5, and looking at at the event logs, I see a lot of these messages:

First of all, we shouldn't log these as AUDIT.

But furthermore, we seem to log a lot of these message, even though nothing has change. See bug 2051988.
