Default Geneve VNI range is arbitrarily low

Bug Description

For OVN based deployments, OVN defaults to using Geneve as the network type for tenant networks. In Kolla-Ansible, the default VNI range set for Geneve is 1001:2000[1], meaning you can only have 1000 tenant networks without deploying a custom config. This seems arbitrarily low when Geneve theoretically supports more than 16M VNIs.
