live-server: with autoinstall exception on no identity or user-data but install continues

Bug Description

While testing autoinstall with Noble live-server, I noted that I could omit both identity and user-data and an exception was raised but the install continued.

Initially I believed this a regression but it's actually current behavior, with a bad UX.
