autopkgtests are flaky due to threadedness

Bug Description

It looks likes autopkgtest runners on armhf, ppc64el, s390x are not guaranteed to have multiple threads (perhaps never on ppc64el and 390x) which causes autopkgtest failures like so:

https://autopkgtest.ubuntu.com/results/autopkgtest-noble/noble/arm64/c/contourpy/20240404_154232_715e2@/log.gz

Based on the docs we could change the tests to use:

$pytest -k "not threads"

or maybe there is a way to request a different resource for these tests in the autopkgtest runners?
