AAOS VHAL props: missing min values

When getting data about VHAL properties with the getAllVhalPropConfigs() method of the streaming SDK, some of them report their max value only, instead of both min and max. One example: DISPLAY_BRIGHTNESS has a max of 100 but no min specified.

This is probably caused by a min value of "0" being mistakenly discarded in an if condition.

Steps to reproduce:

1. Stream an AAOS session.
2. Get a list of VHAL prop configs using the getAllVhalPropConfigs() method of the streaming SDK.
2. Expand the area_configs, and see that some of these do not report both a min and a max value (see attached screenshot for an example).
