noble daily iso install with encrypted lvm fails to find /dev/mapper/ubuntu-vg--ubuntu-lv during first boot

Bug Description
Using either 20240323 [sha256 a5542428fefc1a4
For the failed installs, during the live environment pre-installation, I have tried:
* Updating the installer as the version in the iso is out of date
* Not updating the installer
* Running an "apt-get update && apt-get dist-upgrade" in the live environment prior to running the installer
In each case, after the installation completes and the system is rebooted, the boot splash screen is presented, then it drops into the busybox recovery prompt.
A second restart results in the same thing, only with the grub boot options presented instead, but booting still fails.
This previously worked with a daily build prior to 20240318, but I don't have the specific version that did work.
Installation with lvm + encryption works from 22.04.4 and 23.10.1 installers on the same machine.
Installation WITHOUT lvm works using the 24.04 daily iso, producing a bootable installation.

If you install without any network, installation with lvm + encryption works and reboot is OK.
If you install with network and lvm without encryption it is also OK.
Seems initramfs has some problem with LUKS setup.
You can test it with a simple kvm installation.
