`perf report` complains about missing tips.txt file

Bug Description
The `perf` command-line tool expects a tips.txt file at /usr/share/
> Cannot load tips.txt file, please install perf!
Reproduction:
$ mkdir tmpdir; cd tmpdir
$ perf record ls
$ perf report | cat
The expected behaviour is that this message is not shown (and a (useful?) tip is shown instead).
This has led to bug reports (and fixes) on various other Linux distributions: at least Fedora [1] and Arch [2].
