Can't power on a machine that is in rescue mode status

Bug Description
In 3.5.0 I can enter rescue mode and power off the machine. The machine remains in the `Rescue Mode` status but I can't power it on anymore. I can only exit the rescue mode and perform other operations.
Also 3.4 is affected. I did not check previous versions
