In 3.5.0 "machines create" with the cli takes several minutes

In 3.5.0 "machines create" takes several minutes, while on 3.4 took less than 10 seconds

It seems quite random, maybe depends on how it is synced with temporal
In one test with seven machines I saw five of them returning below 50s (usual time) and one in 90 seconds. In another test with the same machines I see 47s, 5m27s, 6m, 5m40s, 2m30s, 5m40s, 42s

We execute `machine create` commands sequentially.
