Move AuthProxy config into the database

AuthProxy configuration lives in the open-ils.auth_proxy block in opensrf.xml. That means you need to be able to edit files on the server to be able to modify your proxy setup. The relevant settings should be moved to the database. (Sample data and live tests wouldn't hurt either.)

This bug is a spinoff of bug 2054822.

I'll leave this bug assigned to myself for now, but it may be a while before I'm actively working on it again.
