Deprecate TT2 OPAC templates in favor of Bootstrap TT2 templates

Bug Description

Given that more and more sites are adopting the Bootstrap OPAC, and that scant development efforts are going towards the older template set, and that having to create two copies of all new TT2 OPAC file changes is bad code hygiene, I propose we deprecate the TT2 version of the templates directory and move it to an example section of the codebase. We can include install instructions to copy them back if desired, then, when we decide it's time, just remove them completely.

One of the bootstrap-blocker bugs (bug 1968041) wasn't Bootstrap-related, and there's now an updated pullrequest for the other (bug 1982217).

One thing we'll need to double-check is whether any of the TPAC templates are still being fallen back to by the Bootstrap OPAC, since the TPAC templates are still in the OILSWebTemplatePath.
