Holdings editor: Export All Templates does not guarantee exporting the latest and greatest

Bug Description

Consider the following workflow:

- You open the Angular Holdings editor and make some changes to item templates
- You export them using the Export All Templates button
- You make further changes to templates.
- You export them again. The results turn out to be identical to the first export.
- You refresh the holdings editor and export the templates again. This time, you see the second round of updates.

Speculating, I wonder if FileExportService is either not updating the object URL or if the browser is caching the contents.
