Cannot lock powered off machine

Bug Description

The UI shows the option to Lock or Unlock machines that are powered off but if the user attempts to lock such a machine (e.g. to avoid it being powered on in any way), the following error will be shown:

```
Error: Action failed for 1 machine: machine
```

From this error it's not clear what the issue is.

We already report a reason for failure in MAAS 3.5. We should backport this to 3.4.
