zramswap ignores defaults file

Bug Description

The /usr/sbin/zramswap script sources /etc/defaults/zramswap but then fails to use the variables set there -- specifically "PERCENTAGE" and "ALLOCATION"

The script doesn't have any mention of "ALLOCATION" whatsoever, but does check for "PERCENT" vs "PERCENTAGE" as is used in the defaults file - this means it always defaults to 256M no matter what is set in /etc/default/zramswap.

Also looks like zram-tools and zram-config have some conflicts. Would be great to consolidate these into one package.

It certainly would be helpful if Ubuntu would/could consolidate down to just one working recommended package and remove the others to avoid conflicts. zram-tools appears to be a 0.x release and doesn't seem to have had any updates in a while so it would seem like a candidate to be removed, esp if its not going to get fixed.
