zramswap ignores defaults file

Bug Description
The /usr/sbin/zramswap script sources /etc/defaults/
The script doesn't have any mention of "ALLOCATION" whatsoever, but does check for "PERCENT" vs "PERCENTAGE" as is used in the defaults file - this means it always defaults to 256M no matter what is set in /etc/default/

Also looks like zram-tools and zram-config have some conflicts. Would be great to consolidate these into one package.
