Bug Description

Hello,
I'm using puppet-ironic tracked through master branch on a test install, since the merge of [911021: Add support for [oslo_messaging_rabbit] rabbit_transient_quorum_queue](https://review.opendev.org/c/openstack/puppet-oslo/+/911021) as 2425ab34ef1449e3c06f56da54c9ed21fdc84765, puppet agent fails with the error

Could not retrieve catalog from remote server: Error 500 on SERVER: Server Error: Evaluation Error: Error while evaluating a Resource Statement, Oslo::Messaging::Rabbit[ironic_config]: has no parameter named 'rabbit_transient_quorum_queue' (file: /etc/puppetlabs/code/environments/development/modules/ironic/manif
ests/init.pp, line: 368) on node my-node.example.com

this was already addressed by https://review.opendev.org/c/openstack/puppet-ironic/+/912822 . Because the parameter was added during this cycle, I'll close this bug assuming that change will be included in upcoming 2024.1 release version.

Please note that we always have some time lag between actual parameter implementations in services and our module implementations.

Probably one more thing I should mention here is that the change in puppet-oslo is not enough to make the parameter available in each module and we have to update each module actually to expose the new puppet-oslo parameters.
