File /etc/nsswitch.conf not provided

Bug Description

In Hardy base-files 4.0.1ubuntu2 does not installs file /etc/nsswitch.conf

Thus e.g. /etc/hosts is completely ignored (default for nsswitch.conf) and e.g. sudo won't work anymore ("unable to resolve host xxx").

Using an alternate installer of 8.10, /etc/nsswitch.conf is definitely created. Can you confirm its absence in 8.10 or 9.04?
