Item alert types cannot be edited in holdings templates

Bug Description
EG 3.10.3
Item alerts can be added to holdings template. But, if a user adds an alert to a template and then attempts to edit the alert type, all existing alerts are deleted from the template.
Steps to recreate:
--Open the holdings template editor
--Select "Item Alerts"
--Choose the alert type
--Enter the alert text
--Select "OK"
--Select the "Item Alerts" button again
--Select a different alert type for the existing alert
--Select "OK"
--Note that the window does not close automatically. If the user manually closes the window, any existing alerts are deleted and must be recreated.
The only other option is to clear the existing alert and to create a new one with a different alert type. But, this should not be necessary.
