systemd should create empty /etc/$program.conf.d directories

Bug Description
As a header to all .conf files in systemd there's a comment saying
# Entries in this file show the compile time defaults. Local configuration
# should be created by either modifying this file (or a copy of it placed in
# /etc/ if the original file is shipped in /usr/), or by creating "drop-ins" in
# the /etc/systemd/
(with variations on the actual directory name, of course)
Since the .d method is the recommended way, the systemd package should create the empty directory as a way to reduce friction and make it more even more discoverable to the user.
