Record Notes - Silent failure when no permissions

When a user without sufficient permissions attempts to add or delete a record note, the action fails without toast.

When deleting a record note without the relevant permission, the action silently fails.

When trying to add a new note, a warning appears in the right bottom corner that the action failed (see the attachment). However, the user won't find out why the action was not successful, which would be helpful.
