repeated attempts to install Jammy on a new SSD fail, usually sying can't install bootloader

Bug Description

Had to replace a hard drive, bought new SSD of same size, have now tried 4 or 5 times to install from Live USB and always fails saying 'unable to install grub bootloader" If I run boot-install separately it seems to work but ubuntu still does not run.
