Just seen this problem on Xubuntu-Noble fully updated but running in KVM/QEMU.
The xfce4-panel apparently restarts and I see no obvious problem after the desktop appears.

Uninstall Apport solve the problem. Not the crash, but the inappropriate message.

This bug also happens on clean install of Xubuntu 24.04 Final. After every reboot - but not the first boot

Media label is: Xubuntu 24.04 LTS "Noble Numbat" - Release amd64 (20240424.2)

It doesn't matter if it's on a VM or on real hardware
