Bug Description

This is a feature freeze exception tracking bug for tracking the versioned package transitioning progress.

We need to make versioned Rust packages per previous discussion.

FFe approved. My understanding is this will change the structure of binary packages and their dependencies but will not itself have a functional impact on buildability of rust packages in the release.
