Desktop flashes when moving to a workspace with minimized applications

Bug Description
Sometimes, when changing workspace (with ctrl-alt-arrows), the effect meant to highlight the active window decides to highlight the desktop. This makes a big flash on the whole screen, which is particularly annoying and disturbing (not even talking about epileptic risks). This occurs on Zorin 17.
Steps:
- Go to a new workspace (empty, with no application running).
- Launch one or two programs which are not pinned in the dash. This adds icons to the deck.
- Minimize the applications' windows.
- Move to a different workspace.
- When coming back to the previous workspace (with no active application showing), the desktop flashes
Note: Currently, for some reason, the windows highlighting effect seems to not be active anymore on my system (even moving to a workspace with active windows doesn't highlight any of them), so I can't give more precisions further conditions to reproduce this behavior. But I'm happy to do so if explained how to reactivate it, since I don't know how it got disactivated in the first place (and actually I might prefer fully disabling this feature rather than having to deal with a whole screen flashing at me here and there).
