Welcome can't established conexion to deliver telemetry report

Bug Description
2024/02/14_I have on my Ubuntu Mate, 23.10, the "Welcome" that cannot find the network to deliver the telemetry report. It previews well what it takes and when "Submit" it says: "The connection to the server could not be established. Please try again later." Continue.
I sent it after updating it, so that the cables were hot, and no, it doesn't want to. It does the same thing as Windows 11 when it installs and then searches the network. In the end if you find it, "Welcome" doesn't. I am willing to do whatever you ask me for.

New install of Ubuntu-Mate 23.10, when Welcome appears I can preview the telemetry data. When clicking the send button there is a 11 second delay (hang up) before a message appears:
"Communication Error
The server couldn't be contacted at this time. Please try again later."
Its been like this for a couple of months, could someone check the server ?
