Bug Description
When I deploy the Landscape Scalable bundle, the Landscape charm is stuck forever (at least 3 hours) with the `(install) Installing apt packages` maintenance/
Operating System: Ubuntu 22.04.3 LTS (GNU/Linux 6.2.0-1018-aws x86_64)
LXD version: 5.20-f3dd836
Juju version (client and agent): 3.1.7
Bundle revision: 25 (latest/stable)
Deploy command: juju deploy landscape-scalable
I can't see any errors for the Landscape charm in the Juju debug logs.

Hello!
This issue has been fixed in the latest revision of the landscape-server charm, but the landscape-scalable bundle is still targeted at an earlier revision.
I'll make sure we get a release of bundles ASAP.
