pytables: please RM python3-tables-lib on s390x

the new upstream version of pytables, v3.9.2, depends on c-blosc2
that is not abailable on s390x.
Removing the python3-tables-lib binary package from s390x/unstable
should allow to pytables v3.9.2 to migrate into testing.
