No explanation when desktop effects can't be enabled

Bug Description
Binary package hint: compiz
It would be great if when you try and enabled desktop effects and it fails to give you a message like "ATI cards on laptops blacklisted" rather than "enabling desktop effects failed".
Also would be nice if the user could have the option to enable it anyway at their own risk.
