Hello
When setting the OIDC keys for the Landscape server charm, the charm goes into "Blocked" and reports "OIDC connect config requires at least "oidc_issuer, oidc_client_id and oidc_client_
[Steps to reproduce]
1. Deploy landscape with 23.03 PPA and stable charm
2. Set OIDC values one by one
3. Oberserve "blocked" status
[Workaround]
None at the time of writing,
