Alert for holds when renewing a lost item on Items Out tab

One of our libraries reported that they did not see the expected alert for outstanding holds when renewing an item marked lost on Items Out > Other/Special Circualtions tab.

However, this should be the designed behaviour, just like no alert for holds when checking in lost items without the retarget holds checkin modifiers on Checkin screen.

How to fix it?

1. Grey out the renewing related functions on the Actions list on Other/Special Circualtions tab. Staff use checkin then checkout.

or

2. Add the function of the Retarget Holds checkin modifiers (hidden or as options)

or

3. other options?
