Un-clickable/inactive menu items Firefox/topbar conflict

Bug Description
I'm running Ubuntu 23.10 kernel 6.6.7 both wayland, and Xorg protocols, and Gnome and/or not gnome. Although it makes no difference which kernel or protocol is running as anything up to 6.7 kernel (So far) does the same sort of thing.
When a right clicked menu item is over of the topbar, the item is unlickable. If the item is below the "Topbar", it seems to work as designed. Furthermore, there is a larger conflict with certain apps, such as Zoiper5 (A voip soft-phone application). In which the entire area of the upper right corner of the browser is unlickable, yet when it is clicked on; say to a reduce the screen (-) sign or the delete exit (X) sign the application such as Zoiper5 comes to the forefront instead of reducing the browser. As if, it has taken over the entire 1/4 section of the upper right corner clickable area.
Very strange. To actually get my Zoiper5 to work, at the very least. I had to add a gnome extension "Just Perfection" (Not a great ext, but it did what I needed, and set the topbar at the bottom, where it caused less problems.) and move the "topbar" to the bottom so as to get it out of the way of my right click menus. So this could be a Gnome problem, or an Ubuntu 23.10 problem, and/or a zoiper5 problem, or a combination of the bunch.
Although it does seem to reproduce itself even when Zoiper5 is not installed. Zoiper5 just seems to confound the issue even more.
I started having this issue with Ubuntu 24.04, so I reloaded 23.10, and tried many kernels and all caused some issues, but the newer the kernel the more issues it caused, it seemed. I hope this helps narrow it down.
