Documentation - Fiscal/Fund Propagation and Rollover

I'm just going through the fiscal close in Angular and noticed a few minor issues with the documentation.

I'm adjusting them for our staff and will add a working branch for changes I made.

The changes are minor.

1. Add in a section on reviewing last years funds. Since the filter defaults to the current year, when you first load the interface it is blank if you haven't already done the fiscal close. So adding some steps to view last years funds may save some help desk tickets being sent in. (it would have in my case.)

2. Verify the Library OU selected should be done before clicking the button. Or it should be done twice.

3. The button name is "Fiscal Propagation and Rollover" vs "Fund Propagation and Rollover" in the docs.
