/dev/kvm permission issue on Ubuntu 22.04

Bug Description

OS - Ubuntu 22.04

When deploying Openstack with Kolla Ansible, the libvirt conf is configured with user nova. But looks like /dev/kvm is only accessible on the host by root user and kvm group. This results in errors in the libvirt logs.

error : virQEMUCapsCacheLookupDefault:5796 : invalid argument: KVM is not supported by '/usr/bin/qemu-system-xtensaeb' on this host

Adding 0666 on /dev/kvm stops the error message, but I think this should be handled by Kolla by either adding the nova user to kvm group on host level or use root user on the qemu.conf file.

Also which version of Kolla-Ansible used?
