Bug Description
It is known that the rustc build could fail due to version number or build path containing special characters like `~` or `|`.
The UI test could also fail if you have a very long version number.
The issue is determined to be the UI tests do not account for the cases where the Rust compiler outputs the quoted path name or writes the path name to a file containing the error diagnostics to avoid printing a lot of data to the stdout.
