Bug Description

The 2023 OPAC Accessibility Conformance Report notes: "Instructions related to advanced search techniques were available but were not always visible."

WCAG criteria:
3.3.2 Labels or Instructions (Level A)
https://www.w3.org/TR/WCAG20/#minimize-error-cues

This WCAG rule involves several techniques related to form labels and instructions (https://www.w3.org/WAI/WCAG22/quickref/?versions=2.0&showtechniques=332#qr-minimize-error-cues). The most useful here is probably G184: Providing text instructions at the beginning of a form or set of fields that describes the necessary input (https://www.w3.org/WAI/WCAG22/Techniques/general/G184.html).

I can imagine these instructions becoming somewhat lengthy. It would be fine to put them behind a show/hide toggle of some sort.
