Unexpected API Error is got when do LBVM switchover

Bug Description

When we triggered LBVM switchover, we got this error sometimes:

openstack.exceptions.HttpException: HttpException: 500: Server Error for url: https://<IP>:<Port>/v2.1/servers/aa5d282b-1ccd-42dc-bcc9-48a029431018/os-interface, Unexpected API Error.

This error was observed for interface ids:

Issue occured while creating interface d7b05909-f29b-4a46-a9a0-bda68c871b6c
Issue occured while creating interface 6477f2d8-00fa-4439-bd33-d6e100fac460
Issue occured while creating interface b3563346-0b8b-49ef-a45a-b98b3bf55237

the bug description is not clear.
can you please provide some more info, like what were you trying to do, which setup you are using.
you can use bug template to report this.
