6.5.0-14 kernel will not boot

Bug Description

The computer hangs during boot with kernel 6.5.0-14-generic. However, kernel 6.2.0-39-generic works fine. This was a recent upgrade from an earlier Ubuntu version.

I see on the screen:
Loading Linux 6.5.014-generic...
Loading initial ramdisk ...

I waited several minutes before pushing the reset button.

Can you remove 'quiet' and 'splash' from the kernel commandline and reboot into the broken kernel? That should give some console messages.
