xinetd.conf configure cps

Bug Description

Hi;

We get the following errors on xinetd above 9 control nodes.

23/12/5@14:22:01: FAIL: mysqlchk connections per second from=x.y.z.d
23/12/5@14:22:11 xinetd[7]: ERROR: Activating service mysqlchk
23/12/5@14:22:50 xinetd[7]: ERROR: Deactivating service mysqlchk due to excessive incoming connections. Restarting in 10 seconds.

To overcome this problem, we had to enter the (cps = 500 10) parameter in the xinetd-clustercheck config template file. we use openstack kolla-ansible stable/yoga branch.
