Wishlist: Poorly Cropped Reports Icon

We've had a user complain about the default icon for reports on the staff splash screen. The icon's edges are ever so slightly cropped so that it isn't a perfect circle. And once you see it, you can't unsee it.

A reverse google image search and a redownload of the source image from https://commons.wikimedia.org/wiki/File:Oxygen480-actions-office-chart-pie.svg allows us to crop it more nicely this time. May we spare those of us with obsessive eyeballs this miniscule annoyance.

I've verified that Open-ILS/web/images/portal/LICENSE gives adequate attribution for the Oxygen Icons we're using, so no change is required there.
