The values at positions 00-04 and 12-16 in an authority record's Leader should be computer generated, indicating the record length and the Base address of data (equivalent to the sum of the lengths of a given record's Leader and Directory. The authority MARC editor (or the MARC editor in general, if the lack of computer-generated values is more widespread) needs to be updated to make this calculation and populate those values when saving a record.
