Add Support for Broadcom 5760X RoCE adapters to 24.04 (patches in 6.8)

This request is to add support for the patches for the Broadcom RoCE driver included in v6.8 to 24.04.

@bladernr is there anything we need to do further right now to move this forward for 24.04 inclusion?

For now, no. I can't do anything anyway until we've finally rolled to 6.7 which hasn't happened yet. So once that happens I have this and one other patch pull queued up.

Once we have a 6.8 kernel available for Noble, test that and then we can just close this.
